BLASTING SCHEDULE EVERGREEN MINING, LLC COLD SPRINGS WEST MINE, P-3896 In accordance with Section 880-X-10C-.32.(2)(c), of the regulations of the Alabama Surface Mining Commission, notice is hereby given that Evergreen Mining, LLC, will conduct surface coal mining reclamation activities, including blasting, at its Cold Springs West Mine located near Cold Springs, Alabama in parts of Sections 5 & 8; Township 13 South, Range 5 West; all within Cullman County, Alabama. Blasting will be conducted between the hours of sunrise and sunset, Monday through Saturday of each week. Emergency situations which may cause variation from this schedule include, but are not limited to the following: Equipment breakdowns, Unauthorized work stoppages, or Weather conditions such as rain, lightning, or thunderstorms. All entrance roads to the mining area will be marked with signs reading "Blasting Area" or "Warning Explosives in Use", which list audible warning signals. Prior to each blast, all access roads will be blocked until the "All Clear" signal is given. A horn will be used to give audible warning before a shot is fired and to indicate "All Clear". LEGAL NOTICE LEGAL notice is hereby given that Joe Wheeler Electric Membership Corporation (JWEMC), organized and existing under and by virtue of Title 37, Chapter 6, Code of Alabama, 1975, has filed its Petition with the Department of Finance of the State of Alabama for consent to borrow the sum of $4,000,000 from National Rural Utilities Cooperative Finance Corporation (CFC) on or about July 1, 2016 for capital improvements to it's system and for an additional $12,000,000 in three annual installments of $4,000,000 from CoBank on or about July 1, 2017, July 1, 2018, and July 1, 2019 to pay for capital improvements on its system, all pursuant to JWEMC's current work plan. Additionally, said Petition filed by Joe Wheeler Electric Membership Corporation with the Department of Finance of the State of Alabama also seeks to extend additional lines of credit with CFC and CoBank commencing on April 28, 2016. The line of credit with CDC in the amount of $15,000,000 ($10,000,000 of which will be a committed amount, while $5,000,000 will be considered an "As Offered" uncommitted amount), and a line of credit with CoBank for $15,000,000. These lines of credit shall remain in effect until such time as the need arises for changes to be made to the current terms and/or amounts of the lines of credit with either CFC or CoBank. This Petition has been set down to be heard on the 28th day of April 2016 at 10:30 o'clock a.m. at the office of the Chief Legal Counsel, Alabama Department of Finance, 600 Dexter Avenue, Room E-317, Alabama State Capital, Montgomery, Alabama.
